To frog or not to frog?

Some projects I'm just not sure about - frog or not frog? Some projects, although they languish for months, I eventually finish. Some projects, I might have finished almost all the way, case in point, my Picot Edge Cardigan by Debbie Bliss. I had bought the book probably more than 15 years ago and always wanted to make this sweater and finally started it. I struggled through all the cabling and bobbles and had everything done except for the sleeves. Here's how it looked:

The fabric was so stiff and tight and it finally dawned on me that I was not going to enjoy wearing it. I finally frogged it after probably more than 30 hours of working on it and didn't regret it at all. I eventually repurposed the yarn into the Brise Soleil Cardigan and I've gotten compliments everytime I've worn it.
Well, here's another project that's been sitting in a bag forever. It's not a big one and I really am not sold on it, however, I'm not sure what else to do with the yarn. I have 2 balls of it. I've started a ruffled scarf:

It's not very wide, 3 inches at the most, so not very practical.

So, my indecision keeps this in limbo for now.
